It would have been nice to have held this until it is officially announced later this afternoon. That's what I've been doing for the last 6 hours out of respect to Sean and the White House.
It is NOT DOT Secretary. It is U.S. Maritime Administrator which is just below TransSec.

Prince William does not have and does not pay for a full-time Chairman. they have a part-time Chairman. Connaughton's idea of part-time seems to be about 80 hours a week. PW will be lucky to get someone as diligent as that in the future. There's no need for Connaughton to resign unless and until he is confirmed by the Senate of the United States (assuming all this is accurate).

Role and Purpose
The Maritime Administrator is the head of the Maritime Administration (MARAD) and advises and assists the Secretary of Transportation on commercial maritime matters, the U.S. maritime industry, and strategic sealift. The Maritime Administrator also maintains liaison with public and private organizations concerned with the U.S. maritime industry.
Major Activities
The Administrator works for the Secretary of Transportation.
The Administrator develops broad MARAD policies and manages MARAD’s activities, particularly to ensure MARAD’s compliance with statutory obligations and requirements. As the U.S. maritime policy advisor to the Secretary, the Administrator also maintains contact with international maritime groups, conducts negotiations, and maintains effective relations with other agencies of the Federal Government and the public.
The Administrator is also the Chairperson of the Maritime Subsidy Board, Commandant of the United States Maritime Service, and Director of the National Shipping Authority.

If Sean had control of Federal taxes:
then your federal tax rate would go down significantly and your personal income would go up significantly.
That would be the parallel to PWC tax rate/home value and resultant taxes.

And I agree with those who note that Chairman Sean need not resign until confirmed and with NoVA Scout's dismissal of the nonsensical notion that PWC needs a full-time Chairman of the BOCS. It might even be a bad idea for him to resign immediately. However, it might make for a smoother transition if he were to do so in time for his replacement to be elected in November. I'm pretty sure that I could be persuaded either way on this one.
And PWC GOP, "save politics for another day"?!?!? On a political website? NEVER!

The President intends to nominate Jay M. Cohen, of New York, to be Under Secretary for Science and Technology at the Department of Homeland Security. Admiral Cohen is currently a Retired Rear Admiral of the United States Navy. He has served the United States Navy for over 35 years. He most recently served as Chief of Naval Research at the Department of the Navy. Earlier in his career, he served as Deputy Director for Operations to the Joint Staff at the Pentagon. Admiral Cohen received his bachelor's degree from the United States Naval Academy and his master's degree from the Massachusetts Institute of Technology.
The President intends to nominate Sean T. Connaughton, of Virginia, to be Administrator of the Maritime Administration at the Department of Transportation. Mr. Connaughton currently works as Of Counsel for Troutman Sanders LLP. He also serves as Chairman of the Prince William Board of County Supervisors. Prior to this, he worked as an Attorney at Eckert Seamans Cherin & Mellott. Earlier in his career, he served as Senior Transportation Associate for the American Petroleum Institute. Mr. Connaughton received his bachelor's degree from the United States Merchant Marine Academy and his master's degree from Georgetown University. He went on to receive his JD from George Mason University.
