2nd Delegate District

The 2nd Delegate District, held by Bud Phillips has historically been a Democratic stronghold, but that edge has wavered recently when the area voted for George W. Bush and Jerry Kilgore.  However it also voted for Jim Webb this year, and continues to favor Democrats by large numbers outside of statewide elections.  The only person who could have given Bud a real race would have been Chad Dotson, but now that he is Judge Chad Dotson, that's totally off the table.  As such, Bud returns to Richmond without much of a fight, even with Russell Supervisor Carter McGlothlin considering a run.  This is also the district of Brian Patton who may be the candidate if Bud leaves this seat open.  An open seat would be very competitive, with a leaning Democratic advantage from local affiliation.
