if it's campaign staff, then that's a clear indication of connolly's intention to run for congress because the district is part fairfax, part PWC.

If John Warner retires, and Davis decides to run for Senate, you can bet Gerry's gonna want that seat. Of course, you know Hurst will want it as well. And maybe Byrne will want to get in on that primary. If Davis decides to go for the Senate, the Dem Primary in the Eleventh could be fascinating...
Hurst vs. Connolly vs. Byrne. Anybody else?

James represents challengers, who have less money and less name recognition and who haven't manipulated their district line to keep their party in the district and the other party out. With those advantages, incumbents win more than 90% of the time. James has done damn well against those odds, and everybody who pays attention knows that.

Some losses are sweeter than others. How much did Tom Davis have to pay to keep his seat? $3.5 million, plus whatever the NRCC spent. That's a lot of money, even for a crook like Tom Davis. That was earmarked for this Senate race. Give James a race for an open seat and then we'll let that speak for itself.
