Here are the details...
This is a very simple bill: It allows elementary school teachers to have 30 minutes of planning time each day, something that is already given to middle and high school teachers.
Clarke Hogan is convinced it would have a "fiscal impact". So the "Vice Speaker", best known for his corrupt behavior that we covered in depth last year here, here and here rises to oppose the bill.
I love Tim Hugo's response.
Final result Hugo 85, Hogan 12. And of course one of the 12, was none other than Speaker "Dollar Bill" Howell. Can't lose access to the plane, I guess...
Good for Hugo! The fiscal impact statements speak for themselves.
This bill helps teachers and costs nothing. As a conservative who loathes silly bills, I dont know what Clarke's problem was...unless it was a personality issue, which I guess is possible.

Wow, Clarke Hogan has a serious anger management issue. First, he snapped at Bob Marshall, and now, he snapped at Tim Hugo, who was looking out for teachers in the Commonwealth. Kudos to Tim Hugo for his amendment.

Uhh, Hogan always seemed a bit off to me. Maybe he drinks a little before he enters the House chamber? I'd like for Hugo to be defeated, but these Republican-on-Republican smackdowns are so entertaining to watch. Who's next? Bill Janis v. Bob Marshall?

Pretty funny to see somebody who was suppose to have the role of keeping troops within the Caucus in line in supporting the Speaker have the exact opposite effect.
He has alienated pretty much everyone in the GOP Caucus with this pompous, holier than thou crap that is all about making everything personal and not about policy differences.
After the Speaker's demise (even if the GOP holds the majority) he can put Clarke Hogan at the top of the list for people to "thank."

I don't understand why the Legislature is delving into the minutia of what each school district across the Commonwealth is doing in regards to teacher planning time.

The issue is not whether a this proposal has a fiscal impact or is a good idea. Hogan is pointing out, inartfully, that it is a breach of legislative protocol to accept an amendment to get a bill passed and then to opportunistically remove the amendment later.
