That's really misleading of the bill. The bill mandates passing a hunter education course at age 12.
Though I do think it is a bit naive for Sen. Deeds to think that a policy like that which is a perfect fit for Bath County, makes practical sense elsewhere in the State.
Then again, North Carolina and Tennessee have the exact same policy that Deeds is pushing for.

Smart money would be to run one of the Moran brothers next time, I hear Massachusetts Democrats are doing well in elections these days.
