Currently under Virginia law you need to bring your drivers license or other government issued photo ID to vote. If you don't bring them, you can sign an "affirmation of identity" saying you are who you say you are under penalty of perjury, than vote on the main machine. Ever since that law was passed, I have used the affirmation of identity form every time I voted- just to make sure local election officials offered it to me when I said I didn't have my license. It's never been a problem, the form takes a few seconds to fill out, and then you vote on the normal machines.
This apparently isn't good enough for Scott Lingamfelter who has introduced legislation to force people without identification to vote a conditional ballot. A conditional ballot is handled differently- put into an envelope with the voters name on it, not counted at the precinct- and only opened when the electoral board meets and decides if that vote should count. Voters without ID would need to attend the electoral board hearing the next day or fax in ID according to Scott's bill- even though many voters don't have ID! Older voters who have stopped driving, younger voters who live in urban areas that don't have cars- and many other Virginians don't carry around photo identification- so instead of accommodating them Scott wants to shut them out of the process.
Scott also wants to require that you include a photocopy of your birth certificate, or passport when registering to vote- a bizarre law that would completely undermine the "motor voter" law that makes registering to vote so easy.
All of this is especially heinous coming from Lingamfelter- who nominated Faisal Gill at the controversial 2007 Republican Convention in Prince William. As BVBL pointed out at the time, Faisal was nominated by outright voter fraud, and Scott was there cheering on his efforts. It just goes to show why Bob McDonnell refused to hire Lingamfelter when he was begging for a job in the last couple months- Scott is a worthless gasbag who would deny people the right to vote for problems he can't prove exist- but is willing to support outright voter fraud if it benefits someone he likes.
