I don't know for sure, but it does seem to fit a pattern.
(I was going to post this myself but when I went to Google to find a link back to the old "deer head" stories about Allen I saw Wonkette already beat me to it. Sigh.)

The suggestion put forward by the Animal Welfare League chairman doesn't seem too likely.
What kind of scavengers do you guys have in Arlington that can carry off a deer head? Hyenas? I thought those were confined to Capitol Hill.
