Delegate Joe Morrissey is in the news this week for applying to have his law license reinstated, but he might be getting ready to make much bigger news.
Sources in the Capitol and in Richmond City Democrats are telling me that Morrissey is telling people he is leaning towards a primary challenge to Senator Henry Marsh.
Morrissey represents the 74th House District, which was the seat formerly held by Senator Don McEachin, so most of his house district does not overlap with Marsh. However, prior to being disbarred, Morrissey was Commonwealth's Attorney in the City of Richmond where a large part of the the population of Marsh's district lives.
Regardless of this challenge, Democrats would certainly hold both Marsh and Morrissey's seats in November, but Senate Democrats would certainly get involved to help Marsh in this primary- using resources that would otherwise go into marginal districts to keep control of the Senate.
I've got nothing against primary challenges and there are some members of the Senate like Janet Howell (D-Verizon), Mark Herring (D-Verizon) and Dick Saslaw (D-Auto title lenders, D-Verizon, D-Right to work, D-Any polluter, D-Kings Dominion) who have earned them. But Morrissey is not worthy of support over Marsh. He's an unreliable disbarred sleezeball who needs to be chased out of office completely. This primary challenge would certainly give us a chance to do exactly that- but the consequences to it might be Democrats losing the Senate in November.
I like Joe.

Actually when Chap figured out what was in the bill he stood up on the floor and was the only Democrat to speak against this bill when the House version came over.
As for Donald, I don't suggest primaries over one bad vote, although this was certainly an awful one.

Is he serious? Joe Morrissey is considering challenging Henry Marsh.
Marsh is a civil rights legend, the first African-American Mayor of Richmond and has done more to help those who need help than just about any other single individual in modern Richmond history.

This is an opportunistic move by Joe since he probably thinks he can win by virtue of the fact that Senator Marsh is not going to be able to campaign effectively.
Attend a single meeting of the Senate Courts Committee chaired by Senator Marsh and you realize the problem. He is all but unable to chair the committee. On the floor, he becomes easily confused--that's when he speaks at all.
I'm sure Joe thinks that he can outcampaign Senator Marsh and that any debates or joint appearances could make for an embarrassing moment. That's opportunism on Joe's part because this is about the only way he can move to the Senate given how the district is likely to be drawn. He likely won't win an open-seat primary the way he won the House seat.
But Joe is only sniffing around this because Senator Marsh, although a legend, has lost a lot more than a step in recent years. If you want to keep Joe out of the Senate...and everyone should want to keep Joe out of the Senate since his legal history makes his holding legislative office a mockery of the system...then someone is going to have to gently encourage Senator Marsh to retire, thereby removing the reason for Joe's opportunism.

I mean, say what you may about Joe's past, but he is loved in the African-American community.
And, while he may be detested by white voters who are less forgiving of Joe's past, there would be very few white Democratic voters in the district. Don't you think running in a primary with no incumbent in which say 90% of the voters are African American really would be to Joe's advantage?

LSH- Sen. Marsh probably has reached the point where he should step down. However, he probably has not reached the point where he couldn't beat Joe Morrisey like a red-headed step child in a Dem primary in a majority African-American Senate district. I'm not thinking that victory would cost Senate Dems much at all. The fact that he thinks he'd be competitive is one more reason to consider Morrisey delusional.

The most impressive part of Joe's win in the House seat was many of the precincts he dominated in were in Henrico County- where Joe had not previously run before.

Of course, you also might be surprised to hear that Senator Marsh is liked far more than Joe in the white community, where Joe is generally very unpopular.

I don't know the racial makeup of the individual precincts in Joe's House District, but I do know this.
1. It is a majority-minority district as a whole.
2. Joe won a primary against four African-Americans with just under 38%. Had he run against one African-American candidate, I suspect he would have lost. I doubt he was a lot of the other candidates' supporters' second choice.
3. Everyone in Henrico knew of Joe. He started with a lot of residual name ID, I suspect. Actually they probably recognized his name more than they did Floyd Miles' name. And I don't think any of the other candidates had the resources to bring up Joe's past to remind folks of all the weirdness.

I would just like to point out that Del. Morrissey read Shakespeare's Sonnet 18 ("Shall I compare thee to a summer's day) at Richmond Shakespeare's Second Tuesday series on February 8th.
He was the only elected official to participate. Appeals Court Justice Roger Gregory also read.
"Joe" is not your typical Delegate in many ways.

Joe Morrissey's history is indeed a colorful one, but I think many have forgotten his emergence on the Virginia political scene thirty years ago.
His first race was as a Republican primary candidate for the House of Delegates in Fairfax County in 1981. He was one of seven candidates seeking nomination in the 3-member 51st District, finishing in fifth place with a respectable 2,456 votes.
At the time, Joe Morrissey was a 23-year-old Georgetown University law student, and Henry Marsh was the Mayor of Richmond.
Had he stuck around for an encore when single-member Delegate districts were created the following year, he might well have been nominated and elected as a Fairfax County Republican.
